There are far too many forums/sections (whatever you want to call them) for a board that is brand new.
I've ran a number of highly successful forums over the last 12 years or so, and the number one rule for initial growth is to keep the sections to a minimum. Like literally no more than 10. At the moment I count almost 70 different areas that people can post in. This would be too many for even a forum with 1,000's of posts a day, let alone a brand new one.
New users are going to struggle to identify where they should post, if they bother to even try. If they see lots of sections which haven't had any activity, they will more than likely just turn straight around and find somewhere else.
